It's subjective, of course, but I've seen and lived in many countries and wasn't born here. Yet Berlin is my favourite place by orders of magnitudes. I do prefer large urban settings, but none of the many I visited even comes close. Due to the former division, there are still double, in some case triple, working instances of every cultural institution. For instance, there are three major opera houses.
Also, it's very hard to find locals who compare it negatively to other places.
