I thought I was pretty clear. Anarchism in its pure 'dictionary' form is a utopian ideology and is completely impractical beyond a local scale, at which level it is still difficult to maintain. There are no accepted party platforms and policies, and the only common ground among anarchists is that they are for maximal economic equality and individual liberty free from coercion and violence. That means recognizing the abuse of power to coerce and oppress wherever and whenever it occurs.

In anarchist thought, corporations, gangs, political parties, et al can take on the role of 'government' just as well in times of anomie (what anarchists call definition b.). Consider Somalia, early 20th-century China, and India under the East India Company.
