I'm not so sure that it translates quite that well.

Many of the blocks are mixed accommodation - in that they have both private owners and also council tenants in the same building.

There are currently plenty of UK blocks that have had enough of a face-lift that they look more like the first than the second picture.

And they are more urban rather than being in the middle of nowhere. Which doesn't work out all that great if there is no concierge.

It's in the astoundingly wealthy borough of Chelsea, surrounded by very expensive victorian townhouses etc, yet it is very poor. Also of interest- despite being in central London, the nearest tube is a 15 min walk away, which seems to be a common feature of 'bad areas'.
