So, you have rapists who commit on average one rape a month (which happens to be a steady frequency for most criminals), and some victims, who through behavior or temperament or environment, suffer multiple assaults in a lifetime.
That's not to trivialize any assault, but it does ameliorate the "Fear Factor", as well as indicate significantly different approaches to remedying the problem.
