His entire motivation for making it more "welcoming" is just another way of saying he'd like to recruit more regulars. But it's impossible to have lots of regulars and not have cliques develop or have the place not be intimidating to newcomers. Established comment culture is going to turn off people who don't have the time or inclination to learn the customs.
