Perversely, the more detailed one becomes in the terms of entry, the greater is the range of poor behaviour that is actually permitted by dint of not appearing in the 'banned list'!
If it is not in the list, and it is legal, then it is, ipso facto, permitted.
(This has stood as a core principle of contract jurisprudence in western societies for hundreds of years.)

The above by the JREF "about" right, they could even remove the "Disruptive individuals will be asked to leave" bit as well, because of the difficulty in defining "disruptive", that may lead someone who is ejected complaining that another individual was being even more disruptive than they, yet were not ejected. This could be grounds to sue JREF if one was ejected for that reason.

Honestly, you'd have to read the series to really get it. The signifigance is based on a rather long backstory.

The simple version is that on the left is Dream (the titular Sandman) and on the right is his sister Death. So quite literally sleep is the brother of death in the comic.

As for the significance of that panel within the story, well, that would kind of be spoiling the whole series if you haven't read it.
