Thanks, Gumby! Actually it's shrinkage, because as you know, enlarging makes stuff look worse. And because GIMP's general transform sucks out loud, I have to repurpose other tools, in this case the perspective tool. If Paint.NET has a plugin like it, it works like this:
Isolate the part with a selection:

Oh, and the last step is running PZ through a simple high contrast filter. It not only makes everything grotesquely high definition, but it turns skin blemishes into monuments to the god of acne. It's a generic filter type, you can probably find one like it for p.NET.

Hi Aneris, thank you! It's something called a local contrast enhancement filter, not the high contrast filter I misremembered above (Sorry, Gumby. Here's a Paint.NET plugin for it). It's usually used to sharpen and make images "pop", but the one included with my software has extreme default settings, which is the only reason I learned it was good for a grungy look. If the plugins don't produce the same results as GIMP, you might want to look up the "Dragan Effect." It's very similar, just not as coarse (Photoshop action).
